Obama Admin details new efforts to assist farmers and ranchers affected by drought

With 62 percent of U.S. farms currently affected by nationwide drought conditions, USDA Secretary Tom Vilsack announced today several ways in which the agency is attempting to make it easier for farmers and ranchers to get help.

“President Obama and I are committed to getting help to producers as soon as possible and sustaining the success of America’s rural communities through these difficult times,” said Vilsack. “Beginning today, USDA will open opportunities for haying and grazing on lands enrolled in conservation programs while providing additional financial and technical assistance to help landowners through this drought. And we will deliver greater peace of mind to farmers dealing with this worsening drought by encouraging crop insurance companies to work with farmers through this challenging period.”

The assistance announced uses the Secretary of Agriculture’s existing authority to help create and encourage flexibility within four USDA programs: the Conservation Reserve Program (CRP), the Environmental Quality Incentives Program (EQIP), the Wetlands Reserve Program (WRP), and the Federal Crop Insurance Program.

National Farmers Union urges Dept. of Justice trust busting

The National Farmers Union encouraged the United States Department of Justice (DOJ) on Friday to follow through on its recent pledge to provide “vigorous antitrust enforcement” in the agricultural sector.

DOJ released its findings on competition and agriculture stemming from the joint workshops held by DOJ and the United States Department of Agriculture (USDA) in 2010. The report included the statement that “(t)he sessions confirmed that a healthy agricultural sector requires competition and, consequently, vigorous antitrust enforcement.”

“NFU has long been a proponent of fair markets and competition, so it is good to see the DOJ act on the results of the DOJ-USDA workshops in 2010.” said NFU President Roger Johnson. “The workshops in 2010 offered hope that this administration would reverse the decades of under-enforcement of antitrust laws. Economic studies have shown that the top four beef and pork packers dominate their sectors, so it’s clear that oversight is needed to make our markets competitive.”

The long-awaited document summarizes the discussion that took place at the five workshops, which were held around the country and focused on various sectors of the agricultural economy. The report also highlights some of the enforcement actions that have taken place in recent years to address the continued consolidation of agriculture.

The report included statements about DOJ’s new priorities: “as a result of the workshops, the (Antitrust Division of DOJ) has redoubled its efforts to prevent anticompetitive agricultural mergers and conduct. The workshops have enhanced the Division’s efforts to enforce the antitrust laws.”

The report further noted several instances in the last five years of DOJ action on acquisitions in the agriculture sector. Most of these, however, occurred before the 2010 series of workshops.

“This is a positive step toward ensuring that farmers and ranchers have an opportunity to succeed, but much more work remains to be done,” Johnson said. “I look forward to the Antitrust Division of DOJ following through on the statements in the report.”

Streamlined trade of organics between U.S. & European Union countries begins

WASHINGTON—The U.S. Department of Agriculture announced today that organic products certified in the United States or European Union may now be sold as organic in either market, as trade opened up on Friday, June 1, under a new U.S.-EU equivalency partnership. Agriculture Deputy Secretary Kathleen Merrigan signed formal letters creating the partnership in February, along with Dacian Cioloş, European Commissioner for Agriculture and Rural Development, and Ambassador Isi Siddiqui, U.S. Trade Representative Chief Agricultural Negotiator.

“This partnership will open new markets for American farmers and ranchers, create more opportunities for small businesses, and result in good jobs for Americans who grow, package, ship, and market organic products,” said Merrigan. “In the months ahead, USDA will continue to work hard to expand opportunities for all U.S. products, including organics. Equivalency arrangements such as this are critical to growing the U.S. organics industry—they require careful negotiation to ensure that we maintain existing U.S. trade policies while ensuring that U.S. agricultural products will compete on a level playing field in world markets.”

The United States signed a similar partnership with Canada in July 2009, and additional equivalency arrangement conversations have begun with South Korea, Taiwan and Japan.

Previously, producers and companies wanting to trade products on both sides of the Atlantic had to obtain separate certifications to two standards, which resulted in a double set of fees, inspections, and paperwork. The partnership existing now eliminates these significant barriers, which is especially helpful for small and medium-sized organic farmers. During negotiations, both parties conducted thorough on-site audits to ensure that their programs’ regulations, quality control measures, certification requirements, and labeling practices were compatible.

USDA’s 150th Birthday is May 15

On May 15, 1862, President Abraham Lincoln signed legislation to create the U.S. Department of Agriculture. Two and one-half years after establishing the Department, in what would be his final annual message to the Congress, Lincoln called USDA “The People’s Department.” At that time, about half of all Americans lived on farms, compared with about 2 percent today. But through our work on food, agriculture, economic development, science, natural resource conservation and a host of issues, USDA still fulfills Lincoln’s vision – touching the lives of every American, every day.

What USDA is doing to support cutting US reliance on fossil fuels

Since taking office, President Obama has been committed to an all-of-the-above approach that expands production of American energy resources. Already, there are signs that this strategy is making an impact. Last year, domestic oil production reached the highest level in nearly a decade. Imports of foreign oil fell to the lowest level in 16 years. We’re producing more natural gas than at any time in our history. Since 2008, renewable energy generation from sources like wind, solar, and geothermal has nearly doubled. And the Obama Administration has supported the first nuclear power plant in thirty years.

Strengthening the domestic biofuels industry has been another critical component of this overall strategy. And today, U.S. biofuel production is at its highest level in history. In fact, average monthly production increased more than 40 percent between 2008 and 2011. That means more jobs – especially in rural America – and greater energy security.

At USDA, we continue to support cutting-edge efforts to reduce America’s reliance on fossil fuel. For example, earlier this month, USDA announced approval of a $5 million payment to Western Plains Energy, LLC to support the construction of a biogas anaerobic digester in Oakley, KS. The completed project will utilize waste energy resources from a local cattle feedlot to replace almost 90 percent of the fossil fuels currently used by Western Plains Energy. In Blairstown, Iowa, USDA funding will be used to construct a 55,000 square foot facility that will produce cellulosic ethanol by converting municipal solid waste and other industrial pulps into advanced biofuels, as well as using conventional renewable biofuel derived from seed corn waste. When operational, the facility is expected to produce approximately 3.6 million gallons of cellulosic ethanol per year. Support for renewable energy projects such as these is an example of the many ways USDA is helping revitalize rural economies.

Vilsack says Know Your Farmer, Know Your Food an opportunity for farmers & ranchers

Two and a half years ago, I announced a new initiative here at USDA called Know Your Farmer, Know Your Food.

It’s the public face of our commitment to help farmers and ranchers of all sizes take advantage of new opportunities, meet the growing demand for local and regional food and succeed in America’s diverse marketplace.

Last week, USDA unveiled new tools showcasing what we’ve accomplished over the last few years as local food sales have expanded as a multi-billion dollar industry.

The Know Your Farmer, Know Your Food Compass is an electronic document and interactive map you can access online.

It can help you navigate USDA resources that support local and regional food systems. It introduces farmers, ranchers, businesses and communities around the country that are tapping into these opportunities to improve incomes and create jobs. It is a jumping off point so you can join the national conversation about where our food comes from.

Know Your Farmer, Know Your Food Compass

WASHINGTON –  Feb. 29, 2012- Today, Agriculture Secretary Tom Vilsack and Agriculture Deputy Secretary Kathleen Merrigan unveiled the Know Your Farmer, Know Your Food (KYF) Compass, an interactive web-based document and map highlighting USDA support for local and regional food projects and successful producer, business and community case studies. While hosting a live webinar to highlight USDA’s work over the past three years, the Secretaries emphasized how local and regional food systems across the country create additional economic opportunities for farmers, ranchers and food entrepreneurs, expand healthy food access and meet growing customer demand.

“USDA works every day to strengthen American agriculture, drive job growth and support farm-family income,” said Vilsack. “The KYF Compass highlights how USDA support for local and regional food systems has brought additional opportunities to our country’s farmers, ranchers, processors, distributors and food entrepreneurs. The stories and maps in the Compass underscore how diverse and innovative American agriculture can be.”

USDA Restructuring Will Close Some Ohio Offices

WASHINGTON, Jan. 9, 2011-The U.S. Department of Agriculture (USDA) must be built to meet the evolving needs of a 21st century agricultural economy, Agriculture Secretary Tom Vilsack said Monday in presenting USDA’s Blueprint for Stronger Service, a plan that USDA says will help producers by streamlining the department’s operations and cutting costs.

USDA Secretary Tom Vilsack announced measures this morning to, in the agency’s words, “build a stronger service.”

Due to many factors, including lower funding and staffing levels reflected in recent budgets passed by Congress, USDA must address its administrative costs, including its facility, office and lab operations, USDA is taking steps to cut costs and create more efficiency with the resources they have. Checkoff dollars should be distributed more fairly among livestock groups

WASHINGTON (Oct. 20, 2011) – National Farmers Union and a coalition of organizations sent a letter to U.S. Secretary of Agriculture Tom Vilsack urging him to take steps to make funding for the Cattlemen’s Beef Board (CBB) more transparent and to ensure that more voices are heard when distributing checkoff dollars. The letter came as a result of a Sept. 27 meeting of ten agricultural organizations in Minneapolis.

“It is the recommendation of this group that seats be made available on all Joint Checkoff Committees for one representative from each national nonprofit industry-governed organization that would qualify as a checkoff contractor and desires to have a representative on the committee,” the coalition wrote. “These committee members would be allowed to engage in all deliberations of the committees; but would not have a vote on motions brought before the committee.”
